Problem is, I've not yet figured out what it is, as I don't think it's the PayPal as an option on every listing. We'll see .... eBay obviously have something up their sleeve or heads would have rolled by now. Ask for the moon but accept the pay raise is a frequent eBay tactic as is the amazing uptick in glitches that prevent the bidder finding any payment option other than PayPal.
